I have been getting white residue on my plastic utensils when I wash them in the dishwasher. How can I avoid t?

My black plastic cooking utensils are turning white when washed in the dishwasher. I have cleaned the dishwasher with a solution made for that. But, it is still happening. What can I do to fix this problem? Also, I have noticed that when I pour water into gles cleaned in the dishwasher, I get a very small amount of foam on the surface of the water. It disappears. But, it concerns me.
